The Town of Blacksburg operates under a Council-Manager form of government, where Town Council is the legislative body responsible for such things as adopting all ordinances and resolutions, approving the annual operating and capital budgets, and making land use and zoning decisions. The Council also appoints a town manager to act as lead administrator of the organization.

Blacksburg is a community that takes pride in being an open and inclusive local government. Part of that inclusiveness is their ongoing efforts to encourage citizen participation and involvement. The Town offers a ten week Citizens Institute, as well as a Citizens Police Academy which provides a great introduction to town government, and allows citizens to get to know town staff. These courses are a great primer for newcomers, life-long learners, or anyone wishing to serve the town in some future capacity.
